The FLEX Program (Future Leaders Exchange), Partnership for Learning
Youth Exchange and Study Program (YES), and Congress-Bundestag Youth
Exchange Program (CBYX) are funded by the U.S. Congress and administered
by the Department of State’s Bureau of Educational and Cultural
Affairs.
The goal of these grant programs is to provide an opportunity for
international high school students from Eurasia, Indonesia, Turkey,
Egypt, Malaysia and Germany to experience life in a democratic society
in order to promote democratic values and institutions in their
native countries. The Congress-Bundestag Youth Exchange Program
additionally grants scholarships to U.S. high school students to
study and live in Germany for 12 months.
Grant program foreign exchange students live with host families,
attend school, engage in activities to learn about American society
and values and help educate Americans about their countries and
cultures. These programs place special emphasis on leadership skills
and seek ways for participants to develop these skills during the
school year.
